Assuming Cools wrote only one symphony, a Musical Times review of a performance places its composition and premiere around 1906. The Andante of what I believe to be op.59 was published in 1907 (as the supplement to the Monde Musical, 15 Jan. 1907) in pf4h reduction with the note that it received the 'prix crescent' in 1906, further evidence.

Publication noted in the Bibliographie de la France 2e série, 96e année, Nº 42, 18 Octobre 1907, p.622, r.6174. -- published in 1907 by Schott and also by Eschig (acc. to BNF.) - BNF catalog has full 143-page score published in 1907 by Schott.

Free Library of Philadephia catalog entry contains instrumentation and movement listing. (I begin to wonder whether this shouldn't be moved to a separate andante for orchestra page - as an arrangement thereof - even if that andante comes from some symphony of Cools', perhaps even this one, despite the discrepant tempo marking. haven’t seen the score, or Pelliot's arrangement for 4-h of the entire symphony also published in 1909 by Eschig, can't compare. - Schissel

(The Boston Public Library Bulletin (1908-23) gives 1907, not 1909, for the date of the pub. of the orchestral score of Cools' symphony, interestingly...)

Further note - this could well be related to the symphony op.59 after all, which the Musimem biography confirms was composed in 1906 and performed in 1907- just as written on the document to-hand... despite the tempo disagreement with the score at Free Library of Philadelphia (which might be a later revision.)
