May have been meant originally for Lizzie and George Vickers to sing. Their parts are given as "Birdie" and "Violet". (No- George was a composer and lyricist, but not credited with performance that I can see...)
Hrm... range of Birdie is D (note above middle C) to F' (octave plus minor third higher). Range of Violet goes down to Bflat just below middle C but goes as high as Birdie in the unison passage toward the end which goes as high as that F (unless it is meant to be sung an octave lower implicitly?). So maybe soprano and mezzo-soprano??... don't know.
