Musical World of July 1 1890 has notice of publication of the piano 4-hand reduction carried by Sibley. The same announcement makes it clear that there may be more to the opus 21 orchestral work, also called suite, than in the piano suite.

Also possible and maybe more likely- this is the "First Suite from Ondina" (as there are multiple suites from Carmen, etc.) - Ondina a complete orchestral work,this may or may not have an orchestral form.
