It seems like an implicit "Tempo I" is implied by the shape of the theme at Rehearsal 45 in the finale and was just forgotten by the composer, but as he didn't rectify the omission in the parts or, more tellingly, his own arrangement, it seems more likely he really did mean for this last appearance of the last movement main theme to be played at a slower speed before the final dash rather than having a resumption of the primary tempo accompany the theme associated with it - ES
