Of the two nearly contemporaneous composers Ernst Friedrich Eduard Richter (1808–1879) and Ernst Friedrich Leopold Richter (1805–1876) mentioned in MusicSack SLUB's records claim this is indeed (as our cataloging has it) by the former.

However, the latter should apparently be, pace MusicSack, Ernst Heinrich Leopold Richter (German Wikipedia link), not Friedrich.
