Efforts were made to make the LoC-scanned score look like it was copyrighted in 1878 or thereabouts by White, Smith & Co. but there are visible erasures, over-writings and cross-outs including a slightly visible "y" where "Perry" might have been at the bottom of the first page of score... the cover makes clear that this is from a collection covering opus 7 through 72 published ca.1878 so an earlier date for publication of opus 10 seems possible. (Publication in 1873 is consistent with the plate number and is attested to by a mention of the Bailey Sparkling Dew Drops on page 150 of the July 1873 Folio. So first publication was not in 1878, at least. Earlier publication than 1873 is possible but not established.)
