Notes to recording say "Appeared first in 1819"- I assume this means premiered in public, not published. Worldcat suggests a date as early as 1812 for composition, but - unclear. AMZ suggests as late as "between Michaelmas 1821 and Easter 1822".
The linked dissertation looks interesting from its title alone, especially if it contains precise and proven information about the work, not "just" ("just"?) a typeset full conductor's score, welcome of itself! As it is, unlike some other dissertations, this one is only available to a limited readership. To those who can access it I have provided the link.
According to the Moscheles family memoirs it was published by Spina of Vienna.
