LoC copy attributes this to Charles Welsch, but MusicSack has no composer of that name alive in 1855 - while that is in no way proof, I am thinking that the Czech-born Wels' name might have been in the process of "settling" at that point in his career? (I do not know what his birth name was but somewhat doubt his first name was Charles, don't know about his surname.) - Schissel
