The piece is to be heard in E♭ major, but the scoring for viol (and cello) is in D major. The violin therefore needs to be tuned half a tone lower than the other instruments. (See notes in score.) This is probably to soften the sound of the violin, allowing for the viol to have a more equal sound within the ensemble.
