Another set of clarinet variations of Spaeth/Späth's of the same instrumentation, op.75, is mentioned in the 1824 magazine Caecilia, suggesting Op.69 was probably composed before then, yes. The Johann André plate table suggests (though the material in that area is inexact) that this piece was published closer to 1821-1823 than 1817 though? (Yep- 1821 ca.)
