Unable to positively identify this work among the short listing of Herman's compositions (which included many concert overtures and dances) that is available but tentatively assigning it to Alphonse Herman based on J.W. Pepper's other publications of Herman's works: band arrangement of Le Diadème in which the composer is listed as Hermann and the Chevalier Breton Overture in which the composer is listed as A. Hermann. Pepper lists the composer of The Mountaineer Overture as A. Hermann.
