Bloch ended up composing several symphonies (some with title - "America", "Israel" - some without - Symphony in E-flat major, Symphony for Trombone and Orchestra, Sinfonia Breve - at least 6 ?)
It seems of all of them, this is the 2nd, as a first dating from around 1897 remains in manuscript (see Symphonie orientale, B.5.) The last, after the E-flat symphony, was left incomplete (it seems?...)
Possibly performed in Basel in 1903?
