Chang Fang Sheng was a 4th Century Chinese Poet. In 1918 Constable and Alfred Knopf (New York) published Chan Fang Sheng's Poem Sailing Homeward in the translation of Arthur Waley. It is public domain in the USA. Arthur Waley died on 27th June 1966 and his work became public domain in Canada on 1.1.2017.
My attempts to identify the copyright holder had been unsuccessful.
His publisher in the UK is the Little Brown Book Group. I have received the following from the Permissions Department of the Little Brown Book Group.
"The situation with Arthur Waley’s rights is such that I’m not sure that we are the correct people to be speaking to – certainly we do not hold any electronic rights in his works as our contracts from pre-1970 wouldn’t have covered electronic uses.
That being said, you can take this email as a disclaimer – we don’t have any objections to your use of the poem in principle, but can neither grant nor deny you permission. Any decision you make to include the poem will be taken at your own risk.
