The title Romance is from the composer and was used in the earliest editions. Beginning around 1835, publishers started to label it Nocturne; Hofmeister was the first known publisher to give this label, assigning it No.10 (Monatsbericht (1835), p.103). The Hopkinson catalogue describes a 1816 edition from Breitkopf und Härtel (plate number 2387), but also notes that they previously announced publication of a Romance (A.M.Z, Nov 1814), presumably this piece, so the first edition was likely from 1814 or 1815.
