Certainly published in or after 1923 (like the cello sonata op.10, which was composed in that year)- doesn't matter so much if the Muzgiz score is its FE, but if its FE is an earlier edition and does contain a copyright notice, that could be an issue, so far as I know...
Recorded at least twice? - once on Centaur by Natalya Shkoda, once I think also elsewhere by Juliana Osinchuk (who wrote her dissertation on Kosenko's piano works, a copy of which is at NYPL, which may answer quite a few of these lingering questions... alas it doesn't seem to be one of those downloadable dissertations, that I can tell.) - Schissel
