Date- either composition, or premiere (not of publication, since Augener was not a Going Concern in 1850; though 1854-57 seems reasonable for publication- at a guess!- given the low plate number)- is a bracket-estimate from British Musical Biography (Brown, 1897) entry - which gives work the title Quartetto concertante. Indeed Purday published it as such in the 19th century (copy at Dutch Royal Lib) it seems, so will tag it as such (though the first edition doesn't, it was a contemporary, perhaps composer-approved alternate title.)
(Other chamber music by this Westrop- other composers of the same surname were published - includes a sonata with flute, a published piano trio a manuscript of which is also listed at Worldcat, and a few other works...)

Apparently performed and (privately?) published in 1838- one finds a review in the Feb. 16, 1838 Musical World of what is clearly this work, though the publisher is perhaps the Society of British Musicians (or maybe that's just the premiere performers- that is, they are the group that premieres the work, but it's unclear who publishes it, at least from the review, I think.) The Augener could well be reissue of this- hence the low plate perhaps?...
