The title is a joke on the dedicatee's name. The work first appears in a letter to Kuhlau of September 3, 1825. Collected editions of Beethoven's Letters/Correspondence/Briefe seem not to have been published until 1865 or so, though it is possible that this individual letter to Kuhlau may have been republished, with the canon, before 1864 - worth looking into. (Publications like the Musical Times, AMZ, etc. occasionally had brief articles about such things as late Beethoven correspondence, etc. ...)
