Born in Kiev, Ukraine, where his Austrian father was a music publisher. His family moved to Brussels in 1866, but his father died in 1867. Wallner was a pianist. He worked as a teacher in the Brussels area, and was also a critic for the Durendal Revue Catholique d'Art et de Litterature.
