Born in Caen, moved to London by 1797, lived in Edinburgh from 1805, died in London. Sometimes referred to as being a Swiss musician by the name of Joseph (or Josef) Elouis. Dates also given as 1752-ca.1817 (see MusicSack listing for sources). It may be that there was also a contemporaneous harp composer called Joseph Elouis, but this appears unlikely.
