Gardel was a famous tango singer in Argentina, so this was undoubtedly composed for his own band, but the Grove article does not mention what the instrumentation of that band was. On the other hand, another of Gardel's works that is on IMSLP, El dia que me quieras, was published in 1935 for voice, 2 violins, viola, cello, bandoneón, piano. In this recording Gardel is accompanied by orchestra, so that is how it is tagged, but Gardel also probably performed it with his smaller band.
