Since there are no tutti violins, and the violin "ensemble" is a unison line, this is most likely done as an orchestral piece where the 1st and 2nd violin sections have the "solo". Therefore, tagged for orchestra as an option.
SBB catalog indicates that Hellmesberger published a similar arrangement of study No.4 with the title Gewitterscene.
