Since opus 21 was mentioned in a magazine issued in 1817, this was probably composed and published in the late 1810s/early 1820s and is probably Romantic rather than Classical by a pure time-based scheme. Opus 24 itself is mentioned in Fétis in 1835, giving an upper limit to its date.
