Only in the first edition was Milburn was mentioned as composer of the melody. Milburn apparently sold the melody to Winner for 20 printed copies of the music. Winner seems to have sold the song to Lee and Walker by 1856 for 5 dollars. Selling for a one-time payment was customary in the era. Publishers didn't pay royalties until the early part of the 20th century.
