The sketch is in keyboard format with instruments notated. The instruments mentioned are flutes, oboes, clarinets, trumpets (presumably 2 each), and judging by the rest of Bull's orchestral output, there probably would have been horns, trombones, timpani, and possibly bass drum, in addition to the string section.
