Manney was born in Brooklyn, NY. He was a choral conductor, and was sometime chief editor of the Oliver Ditson music publishing company in Boston. His works included songs, anthems and piano pieces, a song cycle, 'A Shropshire Lad', and two sacred cantatas: 'The Resurrection' and 'The Manger Throne'. His sister was the well-known character actress Helen Westley, who starred opposite Shirley Temple in several movies.
