Actually??? Op.23 seems to consist of two pairs of works- Andante sostenuto e Rondo à la zingarese (op.23 no.1) and a Concertstück whose first movement is a Allegro maestoso (published separately in 1897 and completely later? that year), both published by Schmidt (in 1896 and 1897). - ah. no- my mistake:

Ah. Opac.rism.info clarifies. Op.23 is a 3-movement work- Allegro maestoso, Andante sostenuto e Rondo à la zingarese , or, Concertstück. Tillmetz added the 1st movement in 1897 (separately, then together with the rest) after publishing the 2nd and 3rd movements as a separate work in 1896. RISM 450107263.
